Legal framework

Council penalty charge notices are issued under the Traffic Management Act 2004 and enforced through the Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging and Adjudication) Regulations. Informal representations must be made within 28 days (14 days for the 50% discount period). If rejected, the council issues a Notice to Owner, and you have 28 days to make formal representations. If those are rejected, you can appeal to an independent adjudicator at the Traffic Penalty Tribunal (outside London) or London Tribunals.

If you do not respond within 28 days, the council will issue a Charge Certificate, increasing the amount by 50%. After that, if unpaid, it can be registered as a debt at the Traffic Enforcement Centre and enforced through bailiff action.
